[Suggested Feature] Overview becomes tab control hub

Simply suggesting this here since Tofino is advertised for new UX ideas.

Minimize reliance on the tab bar itself. While having a minimal number of tabs open on either side of the current tab is a good idea to keep around, I believe that with the combined, sleel tab/nav bar view that Tofino is going for, only 7 tabs or so should be displayed in the active tab bar. Other tabs not displayed within those current 7 will be referred to as "overflow tabs" in this issue.

For overflow tabs, all tabs left of the current 7 tabs should be displayed in a scrollable popup that shows when hovering over the Overiew button. Below these overflow tabs should be a separator and a list of overflow tabs to the right of the current 7 tabs (if any exist). The list should just be the titles of the web pages and their respective favicons. Clicking on a list item takes the user to that tab as the active tab and displays 3 tabs to either side of the tab (assuming 3 tabs exist to either side of the active tab).

Clicking on the Overview button should take users to the Overview page as it does currently.

Reasons for suggestion:

i) I think Overview has a lot of potential as being a new concept (or newer implementation of an older concept) that Tofino can really work with to improve and push ii) After a person opens more than 20 tabs or so, there is no benefit to being able to see all of them in a squashed line at the top of the browser iii) More emphasis added to the Overview feature will improve its usefulness to the users since they will begin to rely on it as their primary source of tab management rather than the tab bar, which fits with Tofino's desire to push different UI/UX to see what sticks and what does not
