Add a note about third-party cookies #107

Since so many people are having problems logging in using the Mozilla IdP due to 3rd-party cookies being disabled, how about we put a note like this above the login box:

Note: you need third-party cookies enabled. Read more

(Presumably we can link the "read more" to a bug...)

This looks good to me. Using Safari, I got blocked and a link to SUMO. Much better!
