de-generalize vinz clortho #12

This pile of patches focuses vinz-clortho on the goal of a mozilla idp. The thinking here is we want to stand up a mozilla IdP as fast as possible. That is goal #1, and additional features for an "IdP in a box" that anyone can use should take a backseat until we get this done.
