staging environment #48

We need a staging environment with a stable ip for outbound requests (for LDAP access) and a simple process for requesting tagged versions of vinz are deployed on it.

@mostlygeek - what's your thoughts on staging? do we get this for free after we complete production env?

It is much easier. The deploys right now are git clones from github. I can just log in there, do a git fetch and checkout of a tag. Then restart the vinz node service. It's a little manual but it'll work fine.

Is that ok with you?
