Update system to use a certifier.

in the lloyd/mozilla-idp branch I've updated code to use latest jwcrypto and it's functional. Agree we should leverage certifier, but not convinced it need be a release blocker.

WONTFIX - no real value in using the certifier here. When you look at the delta between lib/crypto.js and certifier invocation as a library, the amount of code abstracted is nearly nil.
