Does Not Work on IE8 #88

A default IE8 browser, reset to defaults, does not work with IE8.

It appears provisioning is failing because IE8 is not forwarding cookies. This is odd because IE8 works fine with other IdPs. IE8 does indicate that Cookies were blocked, but the explanation is "cannot find a privacy policy"

That's odd, because other IdPs that have no privacy policy work fine. This could be related to CSP headers? Unclear, digging.
