@willdurand would you mind to give this PR a look? We had to convert the .eslintrc and .eslintignore config files into the new flat config to update eslint to v9.

The config file has been migrated using their automated script (see https://eslint.org/docs/latest/use/configure/migration-guide#migrate-your-config-file) and then tweaked manually (I only had to change the sourceType and add globals.webextensions and globals.browser to the eslint environment, then had a couple of eslint-ignore-line inline comments in tape-standalone.js to prevent it from hitting linting error due to that browser variable being named as the browser global available in WebExtensions pages).
