Legal - Update Privacy Policy #1402

We have a new privacy policy for both Webmaker and teach.mozilla.org. We need to update the current webmaker.org footer link to direct to: https://www.mozilla.org/en-US/privacy/websites/

the Teach site already goes to that destination
