Add notice to Popcorn tool page that points to blog post #1403

Overview: We'd like to add a brief note to Popcorn Maker that links to the "What's next for Webmaker tools" blog post [https://blog.webmaker.org/whats-next-for-webmaker-tools]

Copy: Mozilla's tools for teaching the Web are evolving. Visit our blog to learn about changes to Popcorn Maker.

(Feel free to suggest different copy.)

@simonwex That likely makes more sense — will let @HPaulJohnson weigh in on where the notification will live.

I'd argue it should appear within the tool itself, since our existing users likely access https://popcorn.webmaker.org directly, not through https://webmaker.org

Agree with @jbuck. I think we also need to be more direct: "You will not be able to create or edit Popcorn projects after x date."

I think that we should consider extending x date, but that's another ticket.

How easy would it be to add the below copy/link as a banner to https://popcorn.webmaker.org/?
