Resolutions were made for csswg-drafts/#6063.

RESOLVED: add a `incremental` to the `font-technology` values production as described on the PR
RESOLVED: Add this keyword in fonts-4 as well

CC @jfkthame for next-action/thoughts. This is part of the @font-face src descriptor, specifically part of the <font-technology> part of the value: https://drafts.csswg.org/css-fonts-4/#font-technology-values

I'm not sure if we implement the font-technology stuff yet -- do we? (If so, then this presumably needs a bug; if not, then perhaps we need a bug on the font-technology stuff in general, if it seems worth doing.)
