Bucket populations the same way the current Hardware Report does

Bucket populations the same way the current Hardware Report does #7

For example, on charts like CPU speed, we don't necessarily need to show every population, but instead a range of populations like 2.4-2.8.

We should mirror exactly what the current Hardware Report does.
