Talk through user-facing documentation #13

As a team, let's talk through the technical and design issues raised by this doc (also lives as a wiki page, but let's keep editing it in google docs until we finalize it).

Ultimately, this doc will be fully transferred to the wiki and will serve as user documentation for staff and community who are using Calypso. In the meantime, it works as a kind of agenda of items to discuss.

We totes did this. For the second time! I think we're going to have to consider this an ongoing ticket, though. We need to continue to revisit the functionality requirements over time. Closing for now, though.
