We need an agreed interface and plugin configuration that would allow us to implement our changes so far in calypso as a plugin

Understanding wordpress plugin api (as it'd be good for the community for this to be similar)
Included in the proposal should be:
[ ] A sample simplest-case plugin
[ ] Draft API
