Use mozilla-builder newsletter in BuildersChallengeForm #381

Update the BuildersChallenge form to use mozilla-builder.

The mozilla-ai-challenge newsletter was used by the Responsible AI Challenge in 2023. The mozilla-builder newsletter was created for the Mozilla Builders program in 2024.

Also update basket.mozilla.org.json with the latest from https://basket.mozilla.org/news/newsletters/

Thanks for the PR! - i'm gonna take your branch and extend it a little re migrations etc, so I'll close your PR but not putting it in the woodchipper!

Thanks for updating the Basket JSON - that's fallback for local dev or if the automatic updater fails, so nice to keep up to date
