Migrate to SaaS Sentry #1604

As with other MEAO-run services, we should move this over to sentry.io instead of Mozilla-hosted Sentry.

We didn't do this work in the initial phase, because we were planning to sunset this service, but now it might be needed, so we need to get it off hosted Sentry by mid Sept
