[new filter] Targeting for pinned sites on newtab #763

Associated with Bug 1483055.

Background on request: We'd like to be able to target snippet users based on their pinned sits on newtab. We could use this to target snippets to people who have certain content types in their pinned sites, e.g. if they pinned Facebook we could talk about Facebook Container, if they pinned Amazon we could talk about Amazon Shopping.
