Orphan records entered on web

What steps will reproduce the problem?
1.When adding a person to the web, you can select the village and then select a 
location that does not relate to that village...

What is the expected output? What do you see instead? When you add a person to 
the web, you should only be able to enter a person into a location that is in 
that village.

Which handset or browser did you notice the problem on? On what operating
system? What is the name of the Project that you were trying to use?
