Is community-handles technically a PDS? And if not, what's the difference with it?

AFAIK one can host https://github.com/bluesky-social/pds on a server, generate more users, and they would get a handle with that domain. What does community-handles add on top of that?

It's not a PDS. It's just a tool to give custom handles. Domain handles and PDSes are not necessarily related
