Add 'Audience' section to title header. #60

The audience caption in the title is absence. I added it as it seems odd to me not having it. If it was omitted on purpose, you may safely ignore my pull request.

The reason is because I initially derived this format from http://open-std.org/jtc1/sc22/wg21/docs/papers/2012/n3370.html#Organization which didn't have a separate Audience section.

But I wouldn't mind adding one!
