Looks like Apple's Reminders supports setting a date on a reminder, but not a time.

Just so you know, Apple's Reminders calls this "All Day Reminders" and has a section for this in preferences. Maybe they all just share the same time, the one you put on preferences. That being said, if you have several All Day Reminders for the same day, you only get one notification that day, not one notification per reminder.
