Upgrade to sbt 0.13.7 and sbt-pgp 1.0.0 #327

The old version of sbt-pgp has broken dependencies as described in scala/community-builds#83.

This change should allow us to simplify Scala's community build config.

I think the project is abandoned and would need to for forked.

You don't really need it anymore. IntelliJ imports fine now, including scala.js cross-compiled projects.

Interesting. I didn't know that. Now it's the matter of making sure that nobody refers to sbt-pgp plugin so we could remove it from community build. I logged this as: scala/community-builds#93.
