update NIRISS pixel scale #107

We should do this for all the SIs. See email thread on April 6.

They're as updated as they'll be in the current SIAF. We derive them in the SIAF source spreadsheet from the distortion parameters also contained in the SIAF, and (I believe) they apply as the scale at the particular SIAF entry's reference point, but for your use it sounds like you could just take the mean of all XSciScale and YSciScale.
