Use jwxml SIAF #160

There's a bundled SIAF XML file in mperrin/jwxml so we can stop bundling it in webbpsf-data and making users install two copies (and making ourselves track two copies).

Looks like the tests all failed on Travis because at some point the main NIRISS aperture got renamed in the SIAF from "NIS-CEN" to "NIS_CEN". The jwxml version has the underscore one, the bundled files are older and still has the dash. OK, I'm going to update the aperture name myself in master then re-run the test of this PR.
