MASKSWB coronagraphic bar offsets have the wrong sign. #172

The offsets on the short wave coronagraph wedge added in https://github.com/mperrin/webbpsf/issues/63 go the wrong way for SWB, since the occulter wide end is pointed the opposite direction to LWB.

See this plot that shows for F182M the offset goes toward the wider end of the wedge, when in fact it should go to the narrower end (since 1.82 < 2.0).

Fixed - F182M now offsets toward the narrow end.

I'm leaving this issue open for now just to remind me to document these offsets and make some plots of them for JDox.
