Undo the temporary commenting-out of SIAF related functionality #94

To work around some problems related to the overhaul and renaming of instrument apertures, I've commented out a bunch of the SIAF related code. See also #87, #54.

This issue is a placeholder to remind me to un-comment-out that stuff, and remove the xfails on the tests, after the updated SIAF XML files are in the webbpsf data distribution files.
