This PR adds the ability to calculate the offset from known points on the map if offset is not known at entry time.

Pick Points will give the user a map tool to pick two points and use the azimuth in the calculation.

Use Value will take the value and use it in the magnetic offset box. Azimuth boxes also take dd or dms.

The offset is also shown on the main tab to show the user what the 0 offset will be:

Also forgot to add this also fixes the snapping to work in 2.8 + as the snapping engine has changed and the old API doesn't work correctly due to a bug.
