MPI 4.1rc topology chapter review: Update neighbor collective LIS entries to use associated virtual topology #795

Problem

The descriptions in the neighbor collective LIS entries where forgotten in https://github.com/mpi-forum/mpi-standard/pull/763 and should use "associated virtual topology" - instead of "topology structure".
