Update Procedures for Side Document Versions

Problem

https://github.com/mpi-forum/mpi-issues/issues/562 introduced the concept of side documents into the MPI Standard and required that all side documents stay updated with a list of the versions of the MPI Standard to which they apply. We need to add something to the procedures document to be sure that the forum updates each of these documents before publishing a new version.

There were a couple of minor changes in the proposal and based on the fact that this was the only ballot for the June 2024 meeting, we decided to delay the vote on this to the next meeting.
