Machine learning model for detecting and counting vetebrae #397

Create a deep learning model that detects and counts vertebrae. This will be accompanied by a GUI (ideally browser-based) to enable an image to be loaded and the model applied and the results interacted with in case correction is needed.

An API wil also be exposed to enable images to be submitted and this will return the results of the model.
