This can be either buoy or wave watch.

They will be able to get conditions for a given time from 7 days previous to 7 days in the future for wavewatch
They will be able to get the conditions for a given time from current time to one and a half months previous for buoys

Cutting this down to only being able to get the closest buoy for now. All done with latest commit
