This bumps bounds to allow compiling with GHC-9.2 and 9.4 (except hakyll stuff because that's not been updated yet to work with 9.4).
I've also dropped bounds from the executable component. The library component already enforces these bounds, so having them again for the executable component is redundant AFAICT.
