hie-bios no HaRe #78

Remove HaRe as a plugin and dependency.

This is to ease the merge of hie-bios, especially as HaRe needs a solution to getting a project-scope module graph before it can work properly. This feature is best added once the dust has settled after the merge, when HaRe can be brought in again.

Hi, what concrete features would lose hie without hare? EDIT: Never mind, i've seen the deleted test cases

The idea is add again hare before a release with hie-bios merged? Those seems to be very valuable features 😐

@jneira yes, the idea is to re-add it once the dust settles. But without a proper module graph it cannot work properly, and I would rather remove it than have it in a crippled state.
