Disable Double Tap Zoom

See attached patch for new option: Zoom In on Double Tap.  Default is on.

Justification of patch: I find while scrolling on my tablet I sometimes 
inadvertently double-tap and zoom in on the page.  This requires me to reset 
the zoom and orientation of the page and distracts me from reading.

I have that problem, too.  My eventual plan is to have three options:
- zoom 2X on double tap 
- zoom to width of paragraph on double tap
- ignore double tap.

In the meanwhile, I think I'm keeping it as is.  Feel free to use your patched 
version.

Something I found helpful is that a long-tap on the zoom-out does a 2X 
zoom-out, which effectively undoes the zoom-in, though you still have to do 
some horizontal panning sometimes to get back to where you were.

The current dev options have many options for customizing zoom and buttons.  
This should take care of the request.
