@elliottregan I rebased everything here and fixed conflicts to get linear history back. go ahead and discard your old branch and pull from this again.

Here's a description of the behavior I am looking for:

• [x] nav items always equal width
• [x] width of nav items is equal to that of the item with longest content
• [x] nav text should never bleed onto two lines, the requirement above would prevent this, consequence of it is below. if link text wraps, only that cell should change height
• [x] if nav bar becomes wider than the viewport (either due to too many items or ones with long titles), then it should go into "vertical" mode (rows).
• [x] therefore it should be possible that / is horizontal while /projects is vertical at the same screen width. the current solution treats "vertical vs horizontal" mode as a function of viewport width, not as a function of navigation width.

@elliottregan it also appears that (in all the previews) the style of the card pages (list.html) has been ruined. they seem to be "full width" now and lost margins. not sure which style impacted this.

PS I checked, it has nothing to do with the hugo version. happened with 0.103.0, 0.103.1, and 0.104.1
