Support for LAPACKe #2

Just to keep track of this (context: https://fedoraproject.org/wiki/Changes/FlexiBLAS_as_BLAS/LAPACK_manager).

Support for LAPACKe is missing in FlexiBLAS. 3 packages in Fedora require LAPACKe and can't be adapted to the change without it: opencv, scamp and sextractor.

In the 64bit case does LAPACKE also require suffixed symbols?
