This PR implements the following features:

Disk Cache: Use Level to provide a namespaced, schema-enforced, general-purpose cache for costly requests. Replaces the old in-memory implementation.
HTTP client: Make HTTP requests through a sane interface with consistent retry logic and error handling.

We also update Torrentio to use this new cache and HTTP client.
