SSA case number not asked upon review #8

To recreate: 1) Step through interview and indicate that some MDHHS benefits are received 2) Get to end, click Edit my Answers 3) Edit 'Public assistance' area, remove MDHHS benefits, then check ONLY the SSA option 4) The next page needs to ask for the SSI/SSA case number, but it does not.

Not sure which exact commit resolved this issue, but it has been fixed.
