Does Court require a cell number?

By default we have a "way to contact me", that is an open text area for AL forms. The A2J version of this form requires the phone number. Does the court itself need the phone number? Or would it more okay with a generic way of contacting some one?

We do need the phone number specifically!

Some clarification here:

• We can add help text explaining that people can give someone else's number as long as that person is willing and able to pass on messages.
• We can allow people to check a box (or something like that) saying there's no phone number where they can be contacted, and insert on the form something like "Does not have phone"

Will have to tweak AL's default question for asking this I think. I'll start on this.
