ETC Very Early Basics in place #142

Lots of work still needed, but the very basics of ETC setup are now in place and functional. Note: the court email addresses (currently stand-ins) must be set in the config on each server for this to work.

Also advance version to 0.0.7

@RamiLorca just flagging so you know this happened! More changes will be coming, but wanted to merge this initial chunk now to avoid merge conflicts.
