Add help text to respondent address screen #200

see #49 --looks like help text mentioned there was not implemented.

Amy seemed surprised that we allow no address for respondent at all when asked about #191. Wait to fix this until we're sure the address collection is not changing.

Use this for the help text. "Jerk face" is respondent name:

"Fill in as much of Jerk Face's address as you are able to. If you aren't able to find out their home address, you can use the address of their job, if you know it.

In some counties, you may not be able to file your petition without an address and/or phone number for the respondent. If this is the situation in your county, the clerk will let you know.

You will need the respondent's address to have them served with the PPO if the judge grants the order without a hearing. A PPO is effective and enforceable anywhere in Michigan as soon as it is signed by a judge. However, the police may not arrest Jerk Face for violating the PPO until Jerk Face has been served with it. In most situations it is best to have Jerk Face served with the PPO as soon as possible after the judge issues it.

If the judge denies your ex parte petition (this means a petition without a hearing), then you can request a hearing to provide more evidence about why you need a PPO. However, you must have an address for the respondent in order to request the hearing, so the respondent can be served with your petition and a notice of hearing."
