Override AL pages that use "Back", "Next", etc #77

Per 12/21/23 call with team, override any AL pages that use hard-coded "Back" or "Undo" in order to use MLH_back_button_label.

@normon66, just going through and doing some cleanup. It looks like maybe this was never merged. Does that match your understanding? I made a couple comments on the commit a while back.

@ekressmiller - correct, none of this has been merged. I was/am focusing on specific fee waiver development prior to tackling these instances, but can implement and merge those in along with some other framework changes that I will be implementing.
