1) Added new court loader functionality to filter by court type and county (e.g. pull up all Wayne County District Court options)

2) New dynamic coversheet for portfolio-wide inclusion

3) Overrode some AL "Back" and "Next" hard coded language to use framework variables

Thanks for doing this Brett! I'm working on some more detailed thoughts/suggestions on the cover sheet element, but the rest looks good with the one comment above.
