Feature: override base tempo #1061

If we guess at base tempo wrong, provide a database of overrides. Or, alternately, stick the override into the ID3 tag.

On a Mac, I'm using "kid3" to do tempo overrides in the V2 ID3 tag right now. But, with taglib, we should be able to do this inside SquareDesk (maybe make a backup copy in a .backups folder, just for safety?).
