Bug: tempo shortcuts stopped working in top-of-tree

Not sure when these stopped working. Maybe I changed the shortcut keys? Need to check.

Well, they sometimes work...hmm...
I think it's this:

if the cursor is in the search field, +- go to the search field, as expected.
if PLAY is pressed, search field focus is lost, and +- work as expected
but, what should work is when the cursor is in the search field, CMD-plus and CMD-minus should force tempo changes, but right now they come out as just + and - (which is incorrect)
