Several improvements:

Improve TTNv2 <-> TTS (TTNv3) migration process (TTN_STACK_VERSION & TTN_REGION variables)
Reset GPIO for RAK2287 concentrator
Force basic station service to run even if lock present
Avoid idling if service stops to force container restart
Small fixes
Update documentation
