mPCC should be installing the mprov_jobserver via PIP in image-gen. #31

Currently, this is a hard coded copy. Once mprov_jobserver is public, this should be a pip install mprov_jobserver command. Temporarily, this can be converted to installing a local wheel. This ticket will be open to track the final update to pulling the pip from the public repo.
