Job Dependencies #64

mProv jobs may need some method for dependencies. ie. Repo sync finish before image generation starts.

Can probably use job params for this. Will need a modification to the job sever.

Added a default for 'image-update' jobs, moving to mprov-ng/mprov_jobserver repo for jobserver side of the implementation

this issue with image-update jobs was fixed in 0a2f4b6c9a7f367c63768bc76e455186a48f0cf9
