disable ability to interface with applesauce in pms #48

Since pms are not in a specific guild, interfacing with Applesauce through pms just doesn't work properly at all. This should just be disabled.

Only owner commands work in dms now due to guild checking. Anything that is checked if it is enabled or disabled doesn't work in dms. This is exactly what I wanted so closing this issue.
