Automate COG table import #21

Add options to specify set name, description, and so on to orthograph-manager so that the table import can be automated. It should not need to be interactive.

Hopefully it is okay to say, this would be a feature I would greatly appreciate. Was just coming to look if there was any 'less-interactive' way to do this!
