Frame stepping or mouse click seeking temporarily breaks HDR

mpv version: mpv-0.37.0-x86_64-v3
Windows Version: 22H2 (OS Build 19045.3693)
Source of the mpv binary: https://sourceforge.net/projects/mpv-player-windows/files/release/mpv-0.37.0-x86_64-v3.7z/download

Reproduction steps

Do frame stepping or mouse seeking in HDR

Expected behavior

HDR works: HDR is unaffected by frame stepping

Actual behavior

HDR breaks: HDR becomes ultra high contrast burned out picture, until pressing play.

It happens regardless of file being HDR or not, only requirement is for Windows to be in HDR of course.

Paste it in your conf or run mpv --log-file=output.txt from your shell.

Seeing as the latest version still has this issue, I did a binary search of old versions and found that the last functional version was: mpv-x86_64-v3-20230917-git-181eddc

And the first broken version version is: mpv-x86_64-v3-20230924-git-140d018

I also checked that the issue happens with regular version as well as v3.
